OPEN LETTER

On the management of "BULGARIAN ASSOCIATION OF DIABETES"

Subject: Implementation of the "Declaration of the National Assembly of the Republic of Bulgaria on 14 November - World Day to Combat Diabetes, to support action to restrict and control of diabetes in Bulgaria," adopted by the 40th National Assembly of 14.11. 2008.



Ladies and Gentlemen,

On 17th of January 2011 tabled a letter with our Exodus. № 3/12.01.2011 To the Prime Minister, Chairman of the National Assembly, Minister of Health and the Ombudsman of the Republic of Bulgaria. It puts several vital (over 500,000 Bulgarian citizens with diabetes in the country) questions - what did the state for diabetes since 2008 and what is its strategy to combat today's Diabetes Pandemic? There is no response to this letter so far.

For us and our loved ones (about 2 million Bulgarian voters) means that Bulgarian institutions for more than two and a half years after the adoption of the Declaration or no answer to these questions or do nothing to better our treatment, training, self , prevention and quality of life ..!

In the fall elections ahead again and all will depend on our voices are more than 30% of Bulgarian voters ...! We now appeal to all our members not to support empty promises and vote for those who fall to prove that they work for the bulgarians with diabetes - if you take the National Programme for Diabetes, a national diabetes register, if adopted by the Republican budget provided sufficient funds for better and effective treatment, training and regular checks of all diabetes and diabetic complications ... if identify and implement specific measures for prevention of diabetic pandemic ...!

I would like to remind you that the Bulgarian government supported resolution 64/265 of the UN "Prevention and control of noncommunicable diseases (NCDs)", voted in the UN General Assembly held on 13 May 2010. By this act he has committed to actively participate in prevention activities and control that will make binding recommendations in its final document summit in September this year. Diabetes is part of the so-called "non-communicable diseases" that take a life lead to disability and loss of national income if not treated properly and on time.

Again we apply our previous letter, which we expect quick and concrete response in one month! We welcome your opinions and concrete action!

In 2006 the European Parliament adopted a special declaration of diabetes, which calls on member states to establish national diabetes programs.

On December 20, 2006 was adopted UN resolution which diabetes was declared a global epidemic and urged all countries to develop national policies in the field of diabetes.

In February 2008 in Plovdiv, the Group initiated a parliamentary consensus on anti-social - significant CA disease at the 40th National Assembly of Bulgaria held a round table on "Diabetes mellitus in Bulgaria - Challenges and Policies". Identified were the main measures that need to take all the limitation of diabetic pandemic in the country.

On this basis, of 14 November 2008 National Assembly of Bulgaria adopted specific declarations (see Annex 2), which outlined the main steps in the fight against diabetes in the country, socially significant diseases, and him out as a national health priority!

Of these events in Bulgaria followed NOTHING!

We specialized in European documents Bulgaria ranked last in Europe in the quality of diabetic care!

Recent studies show that 9% of the population in Bulgaria over the age of 20 has diabetes. This makes about 500 000 inhabitants. This is publikavano the World Atlas of diabetes by 2009.

In connection with the foregoing and the past more than two years after the adoption of this Declaration, please give us answers to the following vital for people with diabetes questions:

1. What the texts of these international and national documents is implemented by the Bulgarian authorities so far? What is to be implemented and how soon ..?

2. What is the national policy for prevention, training, modern treatment of diabetes mellitus in Bulgaria and prevention of all diabetes disabled?

3. Why has no national program to combat diabetes and National Action Plan for prevention, early diagnosis and proper treatment of diabetes in line with the recommendations of the European Parliament, the World Health Organization and United Nations?

4. When these strategic documents will be discussed and adopted by the 41st Assembly ..?

5. When will ensure adequate funding for all measures included in these documents long-term program to address diabetes in Bulgaria?

6. Why has no built and functioning of the diabetic register, and all management decisions of the SC, MC, NHIF ... are made "blind" - without a clear view of the real numbers and real needs of diabetics ...?

7. When the Bulgarian healthcare will really start to spend more on prevention, early diagnosis, effective treatment, training, regular monitoring and self-control of diabetes and prevention of all diabetic complications, but not as far - to deliver tens of times more money later to open and untreated disabilities, disability leads to a fast, expensive hospitalizations and mortality .....

Annex 2

The National Assembly of the Republic of Bulgaria on 14 November - World Day to Combat Diabetes, to support action to restrict and control of diabetes in Bulgaria

14/11/2008

On the occasion of November 14 - World Day to Combat Diabetes We, the members of the Forty National Assembly of Bulgaria
stress as:

- The importance of the adoption on 16 January 2006 by the European Parliament Declaration on Diabetes, which calls on member states to give priority to diabetes, to promote the creation of national diabetes plans and develop strategies for prevention, diagnosis and control of diabetes;

- The importance of the adoption on 20 December 2006 UN General Assembly of the United Nations, calling on Member States to develop national policies for prevention and adequate treatment of diabetes, noting that:

- The attention of European society is increasingly directed to diabetes because of rising rates, the spread of major diseases;

- Diabetes mellitus is a major cause of premature death worldwide: every 10 seconds a person dies due to complications of the disease;

- Diabetes epidemic poses a great risk the economic systems of European countries, especially member states from Eastern Europe;
- In Bulgaria spread of diabetes becomes threatening and sizes according to the World Health Organization and the International Diabetes Federation affects 7.6% of the population. Of these 40% did not know that they have already developed the disease, and other 6.1% of the population have a condition called "preddiabet" in the coming years the majority of them will develop this disease;

- The disease is among the first places in the structure of morbidity and mortality in our country, about 75% of diagnosed diabetics with poor metabolic control, leading to the development of complications - heart attack, stroke, blindness, amputations and renal failure ;

- Diabetes can be controlled with proper care, training and modern treatment. Experience of leading countries shows that early diagnosis, effective prevention and treatment of diabetes and its complications, and patient education are essential to reduce morbidity, the onset and progression of complications, disability and mortality from diabetes, which would resulted in improved quality of life of people with diabetes;

- An effective national program to combat diabetes and National Action Plan for prevention, early diagnosis and proper treatment of diabetes will significantly reduce the adverse performance in terms of diabetes in Bulgaria and significantly reduce treatment costs, confidently declare that :

- Will assist with legislative initiatives to create conditions for an effective fight against diabetes and opportunities for implementing European standards for prevention, treatment and patient care;

- Diabetes mellitus is a serious socio-economic problem must be a national priority in health policies of all relevant institutions;

- Is needed as an integral part of the limitation and control of disease in Bulgaria, a broad public information campaign on prevention of diabetes;

- It is imperative that the construction and implementation of National diabetes registry and a comprehensive national information system for patients with diabetes mellitus in Bulgaria;

- Priority of the institutions in Bulgaria should be the preparation of a national program to combat diabetes and National Action Plan for prevention, early diagnosis and proper treatment of diabetes in line with the recommendations of the European Parliament, the World Health Organization and the United Nations;

- National program to fight diabetes and the National Action Plan for prevention, early diagnosis and proper treatment of diabetes to be submitted for consideration and adoption by the Assembly;

- It is imperative that the adoption of the agenda and action plan for the responsible authorities to take necessary action to ensure adequate funding for effective implementation of the objectives set forth in these documents;

- It is imperative that the creation of effective mechanisms for monitoring the implementation of the objectives set out in the aforementioned documents.

Declaration was adopted by the 40th National Assembly of 14 November 2008
and is stamped with the official seal of the National Assembly.
